Job Summary

This position is located within the Office of Planning (OP), Food Policy Division. OP has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.) and provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

The Food Policy Division has a food policy team, led by the mayor-appointed D.C. Food Policy Director, that works to make the district’s food system more equitable, healthier, and sustainable. The position functions as Policy Analyst responsible for conducting research, data analysis, and policy development and analysis, centering their work on resident input and racial equity best practices. The position will include organizing public events, public speaking and presentations, and interagency and intra-agency collaboration, with a heavy emphasis on relationship and trust building. The position would focus on making the communities of the district healthier, sustainable, and economically vibrant; enhancing District resident input in D.C. food policies and programs; and contributing to carrying out the mission of OP.

Duties And Responsibilities

Conducts research and analysis pertaining to food systems, including topics such as food security, food access, urban agriculture, entrepreneurship, workforce, sustainability, and health equity. Compiles, verifies, and analyzes data on demographics, government programs, budget, stakeholder interviews and challenges for residents and local businesses to be used in the development of studies and projects. Assists with writing, editing, and reviewing information. Provides strategic analyses of current and emerging trends and policies to identify new initiatives and opportunities to work across government agencies and OP teams to create innovative solutions to food system challenges. Recommends initiation of new policy initiatives to supervisors and assists in advancing initiatives for OP.

Organizes and hosts food policy and planning community meetings, including stakeholder, outreach, meeting preparation, and facilitation and notetaking and following up on key items. Collaborates with key partner agencies involved in food related systems, and programs including the Office of the Deputy Mayor for Planning and Economic Development, and the Departments of Health, Department of Human Services, Department of Small and Local Business Development, and Department of Energy and the Environment. Researches grant opportunities and undertakes grant writing to enhance program funding from public and private sources. Assists in administering future grant programs led by OP Food Policy Team.

Qualifications And Education

This position requires Specialized Experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work is performed in an office setting except for periodic outdoor surveys, sites visits, and presentations to other entities. Considerable pressure to meet deadlines.

Duration of Appointment: Career Service Term Appointment (18 months).

Collective Bargaining Unit: This position is represented by a collective bargaining unit AFGE 631 and is subject to union dues through payroll deduction.
